I think one of the ways to get people into teachers profession is to offer a pathway for people who have PhDs to teach in schools. Often PhDs don't get suitable opportunities in Universities and end up doing admin work or no endless casual work that is unsuitable to their knowledge and expertise.
For PhD students who are interested, a pathway to become K12 teachers would be a win -win .
