Subsidising and targeting bright HSC graduates is a good strategy. Making accreditation easier is also good. I would recommend ensuring that early career teachers know just how substantial of a pay rise is received once accreditation is completed. That way you get more highly qualified teachers earlier and more motivated.

The amount of "tick a box" professional learning in schools is ridiculous. Mandatory training in anaphalaxis, anti corruption etc is required but the extra workloads professional development goals or teacher observations are nothing more than exercises in inking boxes. More needs to be done to reduce these types of requirements
Better understanding future teacher workforce needs

Better career pathways to support and retain teachers in the profession
The proposed actions will improve career pathways, including through streamlining the process for Highly Accomplished and Lead Teacher (HALT) accreditation, and providing better professional support for teachers to retain them in the profession.
Neither agree nor disagree

These types of performance pay measures don't seem to motivate those teachers that work at schools with greater challenges. Students who don't achieve band 6 results in senior years but achieve a personal best or are elevated to achieve better through a good teacher don't get recognised. The work done by many good teachers goes unnoticed and the pay for these experienced teachers is far too low to compensate them. These teachers are too humble to nominate for performance pay or don't want to go through more of the tick a box processes to apply for highly accomplished status. This process is stopping highly effective teachers from getting the compensation they deserve.
