Action 1 will be helpful. Action 4 will be helpful. I think introducing extrinsic motivation such as awards will not help.
Improving teacher supply
The actions proposed will be effective in increasing the number of students entering ITE, number of students completing ITE and the number of teachers staying in and/or returning to the profession.

There is one thing that will ensure supply. Tenure!! Stable, consistent employment. Permanency. Contract teachers in SA are not valued, used up and spat out. It is a demoralising system.

Raise the entrance score, but more importantly, provide more placement at varied schools. All courses must include more focus on behaviour management, trauma informed practice, students with special needs.
Maximising the time to teach
The actions proposed will improve retention and free up teachers to focus on teaching and collaboration.

Trust teachers when they say they need support funding. Make applying for gunding support simpler. The biggest impediment is dealing with managing student behaviours with no support in the classroom. Then the process to apply is incredibly time consuming.
Better understanding future teacher workforce needs
How effective are the proposed actions in better understanding future teacher workforce needs, including the number of teachers required?
