Has anyone considered using University students in schools in SSO roles as part of their teacher training?
This would be a good way for them to use they concepts they are learning at university in the real world. Perhaps a 6-12 month "traineeship" with a classroom teacher to see how classes operate and provide assistance to the lead teacher. This may also help to reduce teacher work load.

Strengthening Initial Teacher Education (ITE)

The actions proposed will ensure initial teacher education supports teacher supply and quality.

Providing support for non-specialist tasks such as data entry would be better than hiring centralised staff to write units of work. Designing units of work that meet the specific needs of their students is a key skill for teaching that many teachers enjoy - it's often the purpose of teaching! Centralised units often need to be adapted to each site and don't reduce work load significantly.
