The Early Childhood Care and Development Policy Partnership (ECCDPP) inaugural annual report details the achievements and progress of the partnership in its first 16 months of operation, from its establishment in August 2022 to November 2023.

This report provides an overview of a collaborative journey to co-develop an intensive Early Childhood Education and Care (ECEC) model for Aboriginal and Torres Strait Islander children. This framework emerges from a collaborative project to co-develop an evidence-based, intensive, and holistic early childhood education and care program for Aboriginal and Torres Strait Islander children at Cullunghutti Aboriginal Child and Family Centre, Nowra, NSW. Led by SNAICC – National Voice for our Children in partnership with Parkville Institute, Cullunghutti Aboriginal Child and Family Centre, and Social Ventures Australia, this project aims to empower children to enter school as confident, capable learners, who are strong in their culture and sense of identity.

This report describes Boori Milumba, an Australian model of early years education and care which has been co-developed with, by and for an Aboriginal Community Controlled Organisation (ACCO), and with project partners, to meet the cultural, learning and development, strengths and needs of Aboriginal infants and toddlers living with significant family stress and social hardship.
