The Panel for the Review invited all interested parties to put forward their ideas on quality reforms needed to drive improved student outcomes.

An issues paper was prepared which described the purpose and scope of the Review and posed a series of questions intended to stimulate thinking around how success should be defined and measured, what can be done to improve and how any barriers to improvement can be overcome.
The submissions process closed on Thursday 2 November 2017.
Every effort has been made to publish compliant submissions where consent to do so was received from individuals and organisations.
Information has been removed from some submissions that disclosed personal details such as personal addresses, telephone numbers, or the identity of third parties such as teachers, schools or children.
