It doesn't go far enough. Pay teachers better and you will attract a different cohort of students.
But reality is teaching is very hard work, with not nearly enough renumeration.
Teachers used to be paid similar to a back bench MP. Back then the profession was respected. Maybe you need to look and pay and conditions and ask why you're not attracting more to the profession.
Improving teacher supply
The actions proposed will be effective in increasing the number of students entering ITE, number of students completing ITE and the number of teachers staying in and/or returning to the profession.

Wipe out any HECS debts for teachers who stay in the public system for over 10 years. If they're rural or remote, make it 7 years.
If the teacher doesn't have a HECS debt, they should get a similar bonus amount after each 10 year period, tax free.
Increase super for teachers to 15%.

Maybe start by making the existing casual contact teachers permanent. It's seems ridiculous that there are so any trained teachers that don't know if they have employment year to year.
It makes many leave the profession.
Better career pathways to support and retain teachers in the profession
The proposed actions will improve career pathways, including through streamlining the process for Highly Accomplished and Lead Teacher (HALT) accreditation, and providing better professional support for teachers to retain them in the profession.

How will you assess these teachers? Based on student performance?
Many teachers work extremely hard with kids who aren't interested in learning, how will that be recognised?
Teaching is a two way street, sometimes no matter how hard a teacher works, it doesn't reflect in student results.
This scheme doesn't actually reward all the hard working teachers.
