In relation to action item 6, for the bursaries to be more effective, they should be targeted at students who have qualities and academic outcomes that are closely aligned with those that we see in our teachers who are already doing a great job. It is not necessarily the highest achieving students who will make the best teachers.
In relation to action item 9, prioritising visa processing, the issue for teachers who come into the Catholic sector in Qld is that they can only obtain provisional registration with Qld College of Teachers (QCT). Our EBA states that you cannot be classified higher than a graduate until you achieve full registration. Therefore, if there was an ability for recognise previous experience, gaining registration with QCT, the teacher's commencement salary would be comparable to the salary they were receiving prior to migrating and this would encourage more teachers to come to Queensland.

In relation to item 22, it is imperative that there is more efficient national teacher mobility and streamlining of registration processes. It is currently a real hurdle for teachers especially when a teacher from another state is treated the same as an overseas migrant and they are granted provisional registration when they first register with Qld College of Teachers (QCT). There needs to be a recognition of previous service and experience process to enable an experienced teacher from another state or overseas to be granted full registration with QCT. For teachers in the Catholic sector in Qld, the EBA states that teachers who are provisionally registered can only be classified as a graduate until they have obtained full registration with QCT which could take about 2 years. Experienced teachers will not move if they are going to be dropping $20k to $30K or more in their salary.
