The Tuition Protection Service (TPS) will shortly issue invoices to education and training providers liable for paying the 2023 VSL tuition protection levy (VSL levy), HELP tuition protection levy (HELP levy), and Up-front payments tuition protection levy (Up-front levy).
The 2023 VSL, HELP and Up-front levies have been calculated as prescribed under the VET Student Loans (VSL Tuition Protection Levy) Act 2020, the Higher Education Support (HELP Tuition Protection Levy) Act 2020, and the Higher Education (Up-front Payments Tuition Protection Levy) Act 2020 respectively.
All levy amounts are in line with the risk rated premium component and special tuition protection component determination and the indexed administrative fee component. Each levy is calculated using the most recent 2022 data available to the TPS.
Providers liable for paying more than one levy will receive a separate invoice for each levy, which must be paid into a separate tuition protection levy fund and/or will be issued at different times.
Timeline for the 2023 VSL and HELP levies
- Mid to late-September 2023: VSL and HELP providers will receive their 2023 VSL and/or HELP tuition protection levy estimate via email.
- Late September to mid-October 2023: VSL and HELP providers will receive their 2023 VSL and/or HELP tuition protection levy invoice via email.
- Late October to mid-November 2023: Payment of the 2023 VSL and HELP tuition protection levies is due.
Timeline for the 2023 Up-front levy
- Mid-September 2023: Up-front providers will receive a Request for Information (RFI) via email requiring them to declare their up-front payments tuition fee income in respect to domestic higher education students for the 2022 calendar year.
- Mid to late-October 2023: Up-front providers will receive their 2023 Up-front payments tuition protection levy estimate via email.
- Mid-November 2023: Up-front providers will receive their 2023 Up-front payments tuition protection levy invoice via email.
- Mid to late-December 2023: Payment of the 2023 Up-front payments tuition protection levy is due.
To ensure you receive all communications from the TPS, please review and update your organisation’s contacts in the HELP IT System (HITS). Communications will be sent from the TPS levy system (LTPS) to contacts identified in HITS with the contact type of CEO/VC and copied to those with the contact type of Chief Financial Officer, Senior Authorised Officer, Primary Contact – VET or Primary Contact VET/HE. The HITS User Guide contains further instructions on how to add or update contacts in HITS.
