This research report was commissioned by the panel for The Review of Higher Education Access and Outcomes for Aboriginal and Torres Strait Islander People. It provides an analysis of the role of the Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS) as an incubator for Aboriginal and Torres Strait Islander researchers. Challenges identified include the structure of grant rounds, and current barriers to recruitment and employment. It discusses the criteria applied by AIATSIS to its Research Grants program. It examines the operation and effectiveness of the Indigenous Visiting Research Fellowship Program in transitioning Aboriginal and Torres Strait Islander people into research careers. The report suggests possible learnings for the university sector from AIATSIS programs.
