Reforms announced in the 2024-25 Budget and MYEFO have been informed by deep engagement with the higher education sector and stakeholders.

The department has undertaken targeted consultations with the tertiary sector to inform the detailed design and implementation of reforms recommended by the Accord Final Report.

This includes:

  • Expert advice from the Accord Implementation Advisory Committee (IAC);
  • Consultation sessions with peak bodies from the university, VET, business and industry sectors;
  • Regular engagement with stakeholder groups that are the focus of the equity reforms at the centre of the Accord, including regional and remote perspectives, representatives of First Nations people and Coalition of Peaks, and people living with disability and disability stakeholders;
  • Roundtables with Vice-Chancellors from all 38 public universities; and
  • Feedback from more than 85 different organisations on three public consultation papers released between June and July 2024.

Implementation Consultation Papers

Between June and July 2024, the department released implementation consultation papers covering the Australian Tertiary Education Commission, Managed Growth Funding System and Needs-based Funding.

The consultation period closed 9 August 2024.  More than 85 organisations provided feedback on the department’s three consultation papers.
