Throughout the 12-month higher education review process, the Panel engaged extensively across the higher education sector, with students, staff, researchers, industry, businesses, professions and governments to examine a range of issues. Understanding the voices of all people and organisations affected by, and interested in, the development of the Accord and the future of Australian higher education was a priority for the Panel.
Consultations
From November 2022 to December 2023, the Panel engaged with a broad range of stakeholders through targeted meetings, direct and one-on-one engagements, roundtables, a survey and three submissions processes.
Interested stakeholders were invited to engage with the Accord in the following ways:
- Consultation on the Terms of Reference – Survey results and over 185 written submissions were received between 24 November and 19 December 2022, outlining the priorities for the Accord in the context of the Terms of Reference. Terms of Reference Submissions were published in February 2023.
- Consultation on the Discussion Paper – Over 300 written submissions were received between 22 February 2023 and 11 April 2023. Accord Discussion Paper submissions were published in April 2023.
- Consultation on the Interim Report – Over 320 written submissions were received between July 19, 2023, and 1 September 2023. Interim Report Submissions were published in September 2023.
