The Australian Government has published Factsheets on exemptions from the National Planning Level.

Under the new managed system, and subject to the passage of legislation, the Australian Government is setting a National Planning Level of 270,000 for new overseas student commencements for the 2025 calendar year. Learn more about the National Planning Level and the new managed system.
Exclusions from the National Planning Level have been made with consideration to feedback received during consultations for the draft International Education and Skills Strategic Framework and noting the unique circumstances of these groups of students.
The following cohorts will be excluded from the National Planning Level:
- Schools
- Students studying standalone ELICOS courses
- Higher degree by research students
- Non-award students, including short term exchange students
- All Australian Government sponsored scholars and visa holders
- Foreign government scholarship holders
- Other Department of Foreign Affairs and Trade or Defence-sponsored students
- Certain transnational education students
- Students from the Pacific and Timor-Leste.
