The National VET Provider Collection Data Requirements Policy outlines the requirements for registered training organisations (RTOs) in collecting and reporting their nationally recognised training to the National VET Provider Collection managed by the National Centre for Vocational Education Research. The policy makes allowance for full and partial exemptions from reporting training activity in some circumstances.

The Data Provisions Requirements 2012 legislative instrument and the Australian Quality Training Framework require RTOs to collect and report Australian VET Management Information Statistical Standard (AVETMISS) compliant data in accordance with the National VET Provider Collection Data Requirements Policy (view or download the policy above). In addition, Section 4 of the Data Provision Requirements and Condition 6 of the Australian Quality Training Framework Essential Conditions and Standards for Continuing Registration require, that an RTO:

  • obtain full AVETMISS data according to the requirements, and subject to any applicable exemption, provided under the National VET Provider Collection Data Requirements Policy
  • submit data compliant with AVETMISS according to the requirements, and subject to any applicable exemption, provided under the National VET Provider Collection Data Requirements Policy
  • comply with any other data provision requirements set out in the National VET Provider Collection Data Requirements Policy.

Other reporting requirements

In addition to the national reporting requirements above, some states and territories may have jurisdiction specific reporting requirements. These may be required by state or territory legislation, regulations, or for program and policy management. 

Some government funded training support may also have program specific reporting requirements. These could be associated with determining eligibility for support, allocating resources, or measuring outcomes and program impact. RTOs delivering government-subsidised training may have reporting requirements (in addition to those specified in the AVETMISS).

RTOs should contact all relevant State Training Authorities to ascertain state and/or territory specific requirements or preferences within each jurisdiction that they deliver training. 

RTOs are required to report on their international student training activity in Australia and their offshore training, if it is nationally recognised training delivered under the Australian regulatory framework.

RTOs operating internationally or delivering training to overseas students should ensure they meet any specific requirements of the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS). The Australian Skills Quality Authority website provides more information.

AVETMISS and the Unique Student Identifier initiative

From 1 January 2015, all students studying nationally recognised training in Australia, are required to have a Unique Student Identifier. The Unique Student Identifier enables students to find and collate their VET achievements into a single authenticated transcript. An individual's Unique Student Identifier account will be linked to the National VET Data Collection allowing an individual to see all of their training results from all providers, including completed training units and qualifications. Data submitted by an RTO forms part of the National VET Provider Collection. When a student requests an authenticated VET transcript through the Student Identifiers Registrar, the student’s Unique Student Identifier will be used to draw any matching training data from the National VET Provider Collection to build a transcript for the student of all training undertaken, regardless of the provider.

Students will be able to give an RTO access to their transcript, which will assist RTOs with assessing prerequisites and credit transfer.
